To understand why the Pectra 2025 upgrade is so significant, it's worth looking back at the major steps Ethereum has taken since the historic transition to Proof of Stake has gone through. The Merge was not the end goal - but the beginning of a series of far-reaching developments that are intended to make Ethereum more scalable, efficient and suitable for the masses. Pectra is the next major milestone, bringing together many of the previously laid foundations for the first time.


2.1 The Merge 2022 - the launch of the new Ethereum

On September 15, 2022, Ethereum changed its entire consensus model - from Proof of Work (mining) to proof of stake (staking).

The Shapella upgrade in April 2023 fixed one of the biggest weaknesses of the new system:
For the first time, users were able to upload their stacked ETH take off again, validators could „exit“ and staking became a fully user-controlled system.

Shapella led to:

  • enormous growth in the staking market,
  • a boom in liquid staking protocols such as Lido, Rocket Pool or StakeWise,
  • higher security in the network,
  • more institutional trust in Ethereum.

But even Shapella was more of a functional upgrade - not yet a major scaling step.


2.3 Dencun 2024 - EIP-4844 & the start of the blob age

The Dencun upgrade in March 2024 was the first real „game changer“ after The Merge: EIP-4844, also known as proto-thanksharding.

This was the first time Ethereum Blobs a completely new data type that has been specially developed for layer 2 rollups.
Blobs are:

  • more favorable,
  • more efficient,
  • and more scalable than conventional call data.

The result:

  • Fees on Arbitrum, Optimism, Base and other L2-Rollups fell in some cases by >90 %,
  • Transaction capacity of the Ethereum ecosystem increased enormously,
  • Ethereum has clearly positioned itself as Rollup center of the crypto market.

Dencun was a huge step, but this is the First stage of the Danksharding plan.
Pectra extends this scaling approach and builds on precisely these foundations.


2.4 Why Ethereum still needs more despite these upgrades

Despite the enormous progress, Ethereum 2025 remains limited in some areas:

  • Layer 1 transactions are still expensive and slow.

3 What is the Pectra upgrade - The most comprehensive Ethereum update since The Merge

4 EIP-7702: The big step towards smart wallets and true account abstraction

With EIP-7702, Ethereum is setting a milestone that could permanently change the user experience on the Web3. This upgrade is already considered one of the most important elements of Pectra - many developers and analysts even call it the Start of a new wallet generation. While most Ethereum upgrades to date have been aimed at scaling or staking, EIP-7702 is aimed directly at the masses of users: it drastically improves the usability, security and flexibility of Ethereum wallets.

The core of the upgrade:
Normal wallet addresses (EOAs) can temporarily act like smart contracts.

This sounds unspectacular at first, but it is actually a revolution. Previously, an „Externally Owned Account“ (e.g. MetaMask address) was purely passive and could only sign transactions. With EIP-7702, the same address can load smart contract logic for a short period of time - without having to migrate to a completely different wallet architecture or a new address format.

This brings Ethereum closer to the ideal of the Account Abstraction, a world in which all wallets function like smart, flexible, secure apps - and not like primitive key pairs.


4.1 What EIP-7702 does technically

EIP-7702 allows a user to temporarily convert their address into a Smart Account by means of a signed transaction.

In concrete terms, this means

  • An EOA (classic wallet) gets Temporary smart contract functionality.
  • No change of address type, no migration, no new seed phrase.
  • The Smart Contract extension is only valid for the duration of the transaction.

As soon as the process is complete, the address behaves like a normal EOA again.

This creates a „hybrid account“ that combines the best of both worlds:

  • Simple operation as before
  • Flexible logic as with smart contract wallets (e.g. Safe, Argent, ZeroDev)

4.2 What problems EIP-7702 solves

Until now, smart contract wallets were technically possible, but:

  • more complicated to set up,
  • difficult for DApp integrations,
  • more expensive in gas,
  • not compatible with all tools,
  • and often rely on proprietary solutions.

EIP-7702 solves these barriers by integrating the functionality directly into the protocol.

The biggest problem with Web3 is not transaction fees or the complexity of smart contracts - it's Wallets.

5. EIP-7251: The new validator limit - from 32 ETH to 2,048 ETH

EIP-7251 is one of the most structurally significant changes of the entire Pectra upgrade. While EIP-7702 improves the user experience, EIP-7251 directly targets the technical foundation of the Ethereum staking system. The previous 32 ETH limit for validators has been one of the most fundamental rules of the network for years - and it is precisely this limit that is being massively extended for the first time with Pectra.

In short:
The maximum for a single validator increases from 32 ETH to up to 2,048 ETH.

This is a huge leap. And one that has far-reaching consequences for the entire Ethereum staking ecosystem - from solo stakers to institutional operators and staking pools such as Lido, Rocket Pool or Coinbase Institutional.


5.1 Why the 32 ETH limit was a problem

Since The Merge, a validator could only have 32 ETH as „effective balance“. While this had advantages for decentralization, it led to several operational problems:

1. large stakers had to operate thousands of validators

Institutions with, for example, 50,000 or 200,000 ETH had to set up countless individual validators - each with their own infrastructure, their own signatures, their own keys.

2. network load increased unnecessarily

More validators mean:

  • more signatures
  • More communication
  • more consensus overhead
  • More complexity for clients

3. no auto-compounding

If a validator made profits, it could not automatically reuse them - the surplus remained „lying around“, as new validators always had to be set up.

4. higher maintenance costs

The more validators are active, the greater the risk of:

  • Failures
  • Slashing
  • Hardware faults
  • Management errors

The rigid 32 ETH limit made sense when Proof of Stake was introduced - but was inefficient in the long term.


5.2 How the new 2,048 ETH limit works

With EIP-7251 the Maximum per validator increased from 32 ETH to 2,048 ETH.
The minimum remains at 32 ETH - solo stakers are therefore not disadvantaged.

The new model enables:

  • Consolidation large validator sets
  • Auto-compounding the staking rewards
  • Significantly simplified operation for institutional validators

Of course, a higher limit also entails risks:

  • When a validator with 2,048 ETH experiences a slashing case,
    the financial loss is significantly greater than with 32 ETH.
  • Errors in the setup infrastructure such as double signatures could be fatal.
  • Smaller stakers could theoretically have less influence in the overall network if large validators bundle more strongly.

The Ethereum developers therefore emphasize:

→ The limit is optional.
Nobody is forced to use the maximum.

Staking pools and institutions will probably gradually approach higher limits and implement corresponding security mechanisms.


5.5 What EIP-7251 means for the future

6. more capacity for layer 2: blobs, scaling & the new EIPs (7691, 7840, 7623)

Following the Dencun upgrade in 2024, which ushered in the age of „blobs“ with EIP-4844, Pectra is taking up exactly where Ethereum is currently growing the most: for layer 2 rollups.
Arbitrum, Optimism, Base, Mantle, zkSync, Starknet - they are all at the heart of Ethereum scaling. And it is precisely these L2 networks that benefit particularly strongly from the new improvements from Pectra.

While EIP-4844 introduced blobs in the first place, the new EIPs ensure that Ethereum can Next level of scalability achieved. The data space for L2 rollups is becoming larger, cheaper and more predictable - and that is crucial for mass adoption.


6.1 EIP-7691 - Doubling the blob capacity per Ethereum block

EIP-7691 significantly increases the capacity of blobs per block.

✔ Fewer bottlenecks during high network utilization

If many rollups are active at the same time (e.g. in a bull run), blob scarcity becomes a problem.
EIP-7691 massively reduces this risk.

Result:
Ethereum L2s are becoming more scalable and stable than ever before.


6.2 EIP-7840 - Standardization of the blob configuration for future upgrades

While EIP-7691 increases capacity, EIP-7840 ensures order and future-proofing.

This upgrade defines a clear, standardized structure for:

  • Blob parameters
  • Future blob increases
  • Configuration changes to the Execution Layer

Previously, every change had to be implemented in a technically complex manner.
EIP-7840 makes the process much easier - a decisive step for:

  • PeerDAS (Peer-to-Peer Data Availability Sampling),
  • future proto-thanksharding patches,
  • and later the Complete thanksgiving.

In short:
EIP-7840 is the organizational foundation for the next scaling stages.

Just as EIP-2935 lays the foundation for Verkle Trees, EIP-7840 lays the foundation for even more blobs.


6.3 EIP-7623 - Increase in the call data price to protect the L1

While more blobs are good, there is a second part of the equilibrium:

Calldata becomes more expensive.

Why?

Up to now, rollups could theoretically choose between two ways of storing data:

  1. Blobs (inexpensive, specially optimized for rollups)
  2. Calldata (more expensive, located directly in the L1 block body)

Even after Dencun, some rollups still used Calldata, which led to the following problems:

  • L1 blocks became unnecessarily large
  • Network bandwidth was heavily loaded
  • Roll-up costs were artificially distorted

EIP-7623 ensures:

  • Rollups must Use the blob infrastructure
  • L1 remains lean, efficient and cost-effective
  • The future of Ethereum remains L2-centric

This EIP therefore protects the L1 from being „spammed“ - and brings Ethereum closer to its long-term vision:

A lightweight L1 that delivers security & data availability - and outsources the rest to rollups.


6.4 Why L2 transactions become even cheaper with Pectra

The combination of all three EIPs creates a clear effect:

  • More blobs → Price drops
  • Calldata becomes more expensive → Rollups change completely to blobs
  • Constant DA capacity → fewer network peaks

This leads to:

7. innovations for the staking ecosystem - EIP-7002, 6110, 7549 & 7685

While EIP-7251 allows validators to bundle significantly larger amounts of ETH per unit, Pectra also brings a whole range of additional improvements to the staking system - directly at the technical protocol level. This makes the Ethereum staking ecosystem not only more efficient, but above all more programmable, safer and easier to integrate. These upgrades are essential because staking is no longer just relevant for solo stakers: Institutional providers, liquid staking protocols, centralized exchanges and automated staking services dominate the market today.

Pectra addresses exactly this new reality and builds the structures that keep Ethereum competitive in the long term - both against Solana (with extremely efficient proof-of-history staking) and against modular chains.

Here are the four most important staking EIPs of the Pectra upgrade.


7.1 EIP-7002 - Execution layer exits (validator exits become programmable)

7.2 EIP-6110 - Deposits become cleaner & more transparent

Another problem with the previous system:
Validator deposits had to run via the beacon chain - a separate system from the execution layer.

EIP-6110 changes that.

What will be improved:

  • Deposits are transmitted directly from the execution layer to the beacon chain
  • Less technical complexity
  • Clean synchronization between both layers
  • Less susceptibility to errors

For operators, this means

  • Easier onboarding of new validators
  • Less manual work
  • Faster execution
  • More security

For DeFi protocols it means:

  • Better integration
  • Fewer risks in the deposit process

EIP-6110 is a hidden but hugely important upgrade - especially for long-term robustness.


7.3 EIP-7549 - More efficient attestations (less data, fast network)

Each validator must regularly sign attestations - small confirmations that show that they are participating in the network.

Previously, however, Attestations contained a lot of redundant data, especially the „Committee Index“.

With EIP-7549 this part is removed - and the network becomes significantly leaner.

The result:
More efficiency, less load, better client performance.


7.4 EIP-7685 - General requests between Execution & Consensus Layer

EIP-7685 is the link between the layers of the Ethereum protocol - and at the same time one of the most complex EIPs in Pectra.

What is the problem?

The execution layer (transactions, smart contracts) and the consensus layer (staking, finality) have so far only had a very limited way of communicating.

→ This slows down upgrades → Blocks innovation → Makes automation more difficult

What does EIP-7685 do?

It leads a Generalized Request System in.

This means:

  • Smart contracts can send more formal & complex requests to the consensus layer in the future.
